Building for transparency

It’s easier for people to evaluate ads related to politics or issues of national importance if they know the message source. Brazil's 2018 elections will be the first time candidates can run electoral advertising on social media platforms such as Facebook. To prepare for this milestone, we are launching several products designed to strengthen the integrity of elections and provide additional transparency to people.
We're introducing a way for advertisers in Brazil to share necessary political disclaimers systematically, making it easier for people to reliably find important information about ads with political content, including electoral advertising.
These updates consist of three parts:
  1. AUTHORISTIONS
  2. LABELLING
  3. THE AD LIBRARY

Identity confirmation and authorisations

People who want to run ads related to politics or issues of national importance in Brazil must confirm their identity and authorise a Page with a valid disclaimer.
Identity confirmation is at the individual level and consists of:
  • Turning on 2-factor authentication
  • Submitting a valid Brazilian passport (recommended), a national ID card (RG) or driving licence as well as a CPF number.1
  • Confirming Brazilian residence2
Authorisations is a tab within a Page's settings that is available to admins who have completed identity confirmation.
A verified Page admin can link an ad account to the Page by providing one of the following labels:
  • "Propaganda Eleitoral", which requires a CPF/CNPJ as well as the name of the person or organisation paying for the ad.
  • "Paid for by", which does not require a CPF/CNPJ.
